When not using the estimator are you getting the USPS rates? In other words when I simply go through the normal checkout?

Oh.. no.
I checked disabling that. Getting same issue during the normal checkout too.

Well before the estimator will work for USPS, the regular checkout for USPS must be working. You will need to enable the module and you will need to get with USPS and set up an account. Once you get the account then you configure some parameters needed for the call. Basically if USPS is setup and it can't access USPS, it defaults to the standard rate calculations.
