CB has a "List Management" tab. That is where you set up a User List. A default list ships with CB, so you will have one in there if you installed the software correctly. First, decide what level of user group can see the list, what level of site members are included in the list (you can exclude admins for privacy for example), set up filters (only include members that have Zip Codes, for example), and then layout up to two columns of data. If you go three or four and put a map next it, the display gets very crowded. To show on a User List, a field has to be enabled for User List view under its field attributes in the CB field manager.
Page 32 in our documentation on JMaps tells you how to link a User List to a menu item so that you can publish the JMaps module there. Page 15 of the doc explains how to configure the CB plugin for JMaps to generate mapping files for user lists.
When you set up the userlist, you can decide to allow searching or not. You do not have to use the CB userlist search functions in order to publish JMaps. You can put JMaps on any page and it will read an XML file created by the Userlist as detailed in our doc. Or you can put the map next to the CB userlist and visitors to your site can search and see the search results on the JMap instance on that page. To view the JMaps documentation,

CB has its own documentation available at www.joomlapolis.com It is a paid item but the cost is minimal and their documentation is great. If you plan to use CB for a big project, I would highly recommend the doc option to support the project.
